We discuss a new technique for measuring Newton's constant G using a rotating torsion balance operated in a feedback mode. The method has several conceptually new features that reduce sensitivity to the dominant systematic uncertainties of previous experiments. We have successfuly conducted exploratory measurements that establish the feasibility of the new technique.
