A formal proof is given that in a seesaw type neutrino mass matrix with only two neutrino mass scales (mDmR) we cannot get a fourth light sterile neutrino. That is, it is not possible to impose any symmetries on mD and/or mR matrices in order to drag a heavy state connected with the mR matrix to the low mass spectrum.
